會(hui)議指出(chu)(chu),黨的十八大(da)以來,我(wo)們圍繞(rao)反(fan)(fan)壟(long)斷、反(fan)(fan)不(bu)正當競(jing)(jing)爭(zheng),作出(chu)(chu)一(yi)系列(lie)重大(da)決策(ce)部(bu)署,完善公平(ping)(ping)競(jing)(jing)爭(zheng)制(zhi)度,改(gai)革市(shi)場監(jian)管體制(zhi),加強(qiang)反(fan)(fan)壟(long)斷監(jian)管,推進(jin)高(gao)標(biao)準市(shi)場體系建設,推動形成(cheng)統一(yi)開(kai)放、競(jing)(jing)爭(zheng)有(you)序的市(shi)場體系。針對(dui)一(yi)些平(ping)(ping)臺(tai)企業(ye)存(cun)在野蠻生長(chang)、無序擴張(zhang)等突出(chu)(chu)問(wen)題,我(wo)們加大(da)反(fan)(fan)壟(long)斷監(jian)管力度,依法查處有(you)關(guan)平(ping)(ping)臺(tai)企業(ye)壟(long)斷和不(bu)正當競(jing)(jing)爭(zheng)行為(wei),防止資本無序擴張(zhang)初見成(cheng)效,市(shi)場公平(ping)(ping)競(jing)(jing)爭(zheng)秩序穩步向好。

會議指出,黨的十八(ba)大(da)以(yi)來,我們(men)加(jia)強國(guo)家(jia)儲備頂層設計,深化(hua)儲備管理(li)體(ti)制(zhi)機制(zhi)改革,對(dui)中(zhong)央政府儲備實行集中(zhong)統一管理(li),加(jia)快建設覆蓋(gai)全國(guo)的物資儲存(cun)和(he)調運基(ji)礎設施網絡(luo),國(guo)家(jia)儲備基(ji)礎和(he)實力不(bu)斷增(zeng)強,在防范化(hua)解(jie)重大(da)風險、有效應對(dui)新冠(guan)肺炎疫情中(zhong)發(fa)揮了重要(yao)作用。

會(hui)議強調(diao),我國(guo)(guo)是大(da)國(guo)(guo),必須具備(bei)(bei)同大(da)國(guo)(guo)地(di)位(wei)相符的國(guo)(guo)家儲(chu)(chu)備(bei)(bei)實(shi)力(li)和(he)應(ying)急能(neng)力(li)。要(yao)(yao)統籌解決好(hao)“儲(chu)(chu)什(shen)么(me)(me)”、“誰來儲(chu)(chu)”、“怎么(me)(me)儲(chu)(chu)”的問題,系(xi)統規劃、科學優(you)化儲(chu)(chu)備(bei)(bei)的品類、規模、結構,加(jia)快(kuai)補齊補足關鍵品類物(wu)資(zi)短板。要(yao)(yao)加(jia)快(kuai)健全統一的戰(zhan)略(lve)和(he)應(ying)急物(wu)資(zi)儲(chu)(chu)備(bei)(bei)體系(xi),堅持政府主導、社會(hui)共建、多(duo)元互補,健全中央和(he)地(di)方、實(shi)物(wu)和(he)產能(neng)、政府和(he)企業儲(chu)(chu)備(bei)(bei)相結合(he)的儲(chu)(chu)備(bei)(bei)機制,優(you)化重要(yao)(yao)物(wu)資(zi)產能(neng)保障和(he)區(qu)域布局(ju),分類分級落實(shi)儲(chu)(chu)備(bei)(bei)責(ze)任,完善儲(chu)(chu)備(bei)(bei)模式,創(chuang)新(xin)儲(chu)(chu)備(bei)(bei)管(guan)(guan)理機制。要(yao)(yao)完善戰(zhan)略(lve)儲(chu)(chu)備(bei)(bei)市(shi)場調(diao)節機制,增強大(da)宗商品儲(chu)(chu)備(bei)(bei)和(he)調(diao)節能(neng)力(li),更好(hao)發揮(hui)戰(zhan)略(lve)儲(chu)(chu)備(bei)(bei)的穩定市(shi)場功能(neng)。要(yao)(yao)加(jia)大(da)國(guo)(guo)家儲(chu)(chu)備(bei)(bei)監管(guan)(guan)力(li)度,發揮(hui)專(zhuan)業監管(guan)(guan)、行業監管(guan)(guan)、屬地(di)監管(guan)(guan)合(he)力(li)。

會(hui)議指出,近年(nian)來,我(wo)們(men)推(tui)動(dong)污(wu)染防治的措施之實、力度(du)之大、成效之顯著前(qian)所未有。“十(shi)四(si)五”時期,我(wo)國生(sheng)態(tai)(tai)文明建設進(jin)入以降(jiang)碳(tan)為重(zhong)點戰略方向、推(tui)動(dong)減污(wu)降(jiang)碳(tan)協同增(zeng)效、促進(jin)經濟(ji)社會(hui)發(fa)展全面綠(lv)色轉型、實現生(sheng)態(tai)(tai)環(huan)境(jing)質(zhi)量(liang)改善由量(liang)變到質(zhi)變的關(guan)鍵時期,污(wu)染防治觸及的矛盾問題層次(ci)更深、領域更廣(guang),要求也更高。

會議強調,要(yao)保持(chi)力度(du)、延伸深度(du)、拓寬廣度(du),緊盯污(wu)(wu)染(ran)防(fang)治(zhi)(zhi)重(zhong)(zhong)點(dian)領域和關(guan)鍵(jian)環(huan)(huan)(huan)節,集中力量(liang)攻(gong)克(ke)老百姓身(shen)邊的突出生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)問題,強化(hua)(hua)多污(wu)(wu)染(ran)物(wu)協同控(kong)制(zhi)和區域協同治(zhi)(zhi)理(li),統(tong)籌(chou)水資(zi)源、水環(huan)(huan)(huan)境(jing)、水生(sheng)(sheng)態(tai)治(zhi)(zhi)理(li),推進土壤污(wu)(wu)染(ran)防(fang)治(zhi)(zhi),加(jia)(jia)(jia)(jia)強固體(ti)廢物(wu)和新污(wu)(wu)染(ran)物(wu)治(zhi)(zhi)理(li),全(quan)面(mian)禁(jin)止進口“洋(yang)垃圾”,推動污(wu)(wu)染(ran)防(fang)治(zhi)(zhi)在重(zhong)(zhong)點(dian)區域、重(zhong)(zhong)要(yao)領域、關(guan)鍵(jian)指標(biao)上實(shi)現新突破。要(yao)從(cong)生(sheng)(sheng)態(tai)系統(tong)整體(ti)性出發,更加(jia)(jia)(jia)(jia)注重(zhong)(zhong)綜合(he)治(zhi)(zhi)理(li)、系統(tong)治(zhi)(zhi)理(li)、源頭(tou)治(zhi)(zhi)理(li),加(jia)(jia)(jia)(jia)快(kuai)構建減(jian)污(wu)(wu)降(jiang)(jiang)碳(tan)一(yi)體(ti)謀劃、一(yi)體(ti)部署、一(yi)體(ti)推進、一(yi)體(ti)考核(he)的制(zhi)度(du)機制(zhi)。要(yao)統(tong)籌(chou)生(sheng)(sheng)態(tai)保護和污(wu)(wu)染(ran)防(fang)治(zhi)(zhi),加(jia)(jia)(jia)(jia)強生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)分區管(guan)控(kong),推動重(zhong)(zhong)要(yao)生(sheng)(sheng)態(tai)系統(tong)保護和修復,開展大規模國土綠化(hua)(hua)行動,擴大環(huan)(huan)(huan)境(jing)容量(liang)的同時,降(jiang)(jiang)低污(wu)(wu)染(ran)物(wu)排放量(liang)。要(yao)加(jia)(jia)(jia)(jia)快(kuai)推動產業結(jie)構、能源結(jie)構、交通運輸結(jie)構、用地結(jie)構調整,嚴把“兩高(gao)”項(xiang)目準(zhun)入關(guan)口,推進資(zi)源節約(yue)高(gao)效利用,培育綠色低碳(tan)新動能。要(yao)深入推進生(sheng)(sheng)態(tai)文(wen)明體(ti)制(zhi)改革(ge),加(jia)(jia)(jia)(jia)快(kuai)構建現代環(huan)(huan)(huan)境(jing)治(zhi)(zhi)理(li)體(ti)系,全(quan)面(mian)強化(hua)(hua)法治(zhi)(zhi)保障,健(jian)全(quan)環(huan)(huan)(huan)境(jing)經(jing)濟(ji)政策,完(wan)善資(zi)金投入機制(zhi)。要(yao)加(jia)(jia)(jia)(jia)強系統(tong)監(jian)管(guan)和全(quan)過程監(jian)管(guan),對破壞生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)的行為決不手軟,對生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)違法犯罪(zui)行為嚴懲(cheng)重(zhong)(zhong)罰。要(yao)注意(yi)因地制(zhi)宜、分類施(shi)策,體(ti)現差別化(hua)(hua),不搞一(yi)刀切。
